Halls Management Committee

Constitution approved by Kirk Session on 21 February 2006

1 The Halls Management Committee is appointed as a standing committee of the  Kirk  Session and is answerable to the Kirk Session through the Management Committee,

2, Membership shall be drawn from the Cathedral congregation and will consist of a  convener, a minute secretary, the elder who is Property Convener and two or more  additional members.

3 The convener will meet regularly on a planned basis with the Beadle and on occasions  with  the other staff. In addition the Beadle will be invited to join the Committee meeting for  some of the agenda items which he has tabled,

4 The committee, through the convener, will be available to support the beadle over  operational problems, including when possible, issues of overtime, absence cover and  holiday cover.

5. The Committee will meet as required but normally up to five times per year in advance of  a full Management Committee meeting.

6 The convener is an ex officio member of the Management Committee and is expected to  present regular reports, where appropriate, to this Committee.

7. The Committee will operate under the following remit:

 (a) to ensure the smooth operation of the halls for the benefit of organisations and  users  following the policies and guidelines set down by Kirk Session;
 (b) to ensure that fire regulations, accident requirements, health and safety  documentation, child protection policies and conditions of hall use are clearly expressed,  issued/ known to all users and adhered to;
 (c) to be the recognised group to be approached by organisations and users concerning  any problems experienced with the accommodation or storage requirements;
 (d) to have the authority to liaise between organisations as required;.
 (e) to deal with problems identified by the Beadle and to support him in his work;
 (f) to have the authority in consultation with the Property convener to purchase fittings or  equipment required for the smooth running of the halls.

8. The Committee shall have the power to deal with these matters without seeking the  approval of the Management Committee except in cases where a policy decision is  required or where expenditure would exceed the agreed limit.
